During the second and subsequent rounds, however, you judge referees' comments incrementally, even new referees you may end up brining onboard later on. The main reason for this is that, say at Econometrica, as an editor you collect up to 5 (sometimes more) referee reports and you can choose any subsample of that to share with the author and base your recommendation on during the first round (so unless all reviewers hate the paper) or the editor does, there's a lot of room to give an R&R. This is your daily reminder to not count (especially advertise) 1st round R&R at top 5 journals, as it's still very likely you'll fall through at 2nd or 3rd rounds. ![]()
